    1) specific environmental issues in and near the CIDNA neighborhood,
    2) requests for mitigating these issues,
    3) including the costs to do so as line items in the budget and not to hope that leftover
    contingency funds will cover such costs.

    The key point of this resolution, which has the backing of Hennepin County (as stated by Gail Dorfman),
    is that the baseline for determining environmental impacts in the Kenilworth Corridor is zero freight rail
    traffic.

    Serendipitously, the recent change in stance signaled by the FTA (click for FTA doc) to shift focus from
    strict cost guidelines (as determined by the Bush administration) to environmental and community
    benefits in selecting projects for funding dovetails nicely with our neighborhood's positions on
    mitigation. Of course, depending on when the new guidelines are issued and what they are, projects
    currently in the planning process could warrant reevaluation on dramatically different criteria. We'll
    obviously be keeping a close eye on further developments.
